Beaverton Mayor Denny Doyle kicks off downtown renovation with demolition

BEAVERTON -- Mayor Denny Doyle fired up a backhoe Thursday morning and pulled down a 10-foot cinderblock wall in an act of demolition that he hopes will help breath life into his city's downtown.

"It takes something to start something," said Doyle, who got about an hour's worth of heavy-equipment training for the occasion. "It's exciting to see that we are finally underway."

Saying free-market forces slumbered when it came to redeveloping Beaverton's downtown, city officials want to create public-private partnerships they say are critical to accomplishing the task.

Earlier this month, they finished two years of negotiations with the owners of three adjacent properties located at Southwest Lombard Avenue and First Street, near Beaverton Town Square .

Tapping the city's contingency fund to cover the $1.07 million purchase price, city workers are now moving quickly to demolish several dilapidated buildings on the .84-acre property.

Thanks to the mayor's backhoe handiwork, crews can check one 10-foot cinderblock wall off their demolition to-do list.

Three potential developers have already expressed interest in participating in a project that will consist of ground-floor stores and commercial uses, topped by three stories of what the city calls "workforce housing" -- 50 to 70 variably priced units aimed at households earning around $50,000 annually.

Specific business arrangements between the city and whichever developer is eventually chosen are yet to be determined, said Don Mazziotti, who heads Beaverton's Community Development Department .

The city could lease the ground, for instance, as it has done with the nearby Providence Senior Housing project , which involves housing and clinical services. When the lease expires, in 99 years, it will be either renewed or negotiated some other way.

Alternatively, it could sell or donate the land, Mazziotti said, but only if "demonstrable" public benefits are shown. Those could include a community room dedicated for public use or high enough density levels to benefit surrounding businesses.

The site's redevelopment is guided by policies contained in the recently adopted Beaverton Civic Plan , said Marc San Soucie , a Beaverton city councilor, who was among the 50 or so attending Thursday's project kickoff. The most pertinent of those policies requires increased densities in so-called transit-oriented centers.
