Syracuse, N.Y. -- If you’ve got a good idea for an economic development project in Central New York, you might want to get to know Syracuse University Chancellor Nancy Cantor and CenterState Corporation for Economic Opportunity President Robert Simpson .

Gov. Andrew Cuomo appointed Cantor and Simpson on Tuesday as vice-chairs of the newly created Central New York Regional Economic Development Council , one of 10 such councils the Cuomo is creating around the state.

The councils, which will each have 20 voting members, will act as a point of contact for businesses seeking state financial assistance for a jobs-producing project. The councils will recommend what they consider to be the best projects to the state for a share of $1 billion in grants and tax credits from multiple state programs and agencies.

Cuomo announced the appointments to the Central New York council during an appearance before about 160 business representatives and politicians at the Nicholas J. Pirro Convention Center in Syracuse.

The governor said the councils are part of his plan to align the state’s economic development efforts with the interests of the state’s various regions. For too long, the state assistance for economic development projects has been run by dozens of agencies and sources across state government, without any mechanism to coordinate allocations and get them to the most promising projects in each region, he said.

“The economy that works on Long Island may not work in Central New York,” he said.

Under Cuomo’s plan, the 10 regional councils will develop economic development strategies for their areas and recommend the projects that are best aligned with those strategies, he said.

Companies can still apply directly to various state agencies for assistance, but their applications will stand a better chance of approval if they go through the regional councils and receive their recommendations, officials said.

The councils must submit their plans for regional economic development to the state by November. They will compete for the $1 billion in assistance available from the state.

In addition to Cantor and Simpson, the Central New York council will have representatives from industry, academia, labor, agriculture and economic development groups from Cayuga, Cortland, Madison, Onondaga and Oswego counties.

Simpson and Cantor said the Central New York council should have a head start on developing an economic development strategy because local development organizations have been identifying the region’s strengths for years and developing the best strategies to take advantage of them.
